Short Summary
I’m excited to share that construction has begun on our new Elevated Water Storage Tank at Pleasant Park, which will hold 1.5 million gallons and enhance our water supply for both drinking and fire protection. While we aim to minimize disruptions during this process, there may be intermittent lane closures along Pleasant Plains Road and Kings View Trail, but the park and its facilities will remain accessible throughout construction.
Detailed Summary
Good evening, everyone. I’m here to share some important updates regarding our new Elevated Water Storage Tank, which is currently under construction in Pleasant Park. This tank will hold 1.5 million gallons of water, enhancing our capacity for both drinking water and fire protection. With this addition, our total storage will reach 4.5 million gallons, ensuring we meet the growing water demands of our community. Construction began in March 2025 and is expected to be completed by September 2026. I want to assure you that we are taking every measure to minimize disruptions to park activities during this time. While there may be some intermittent lane closures along Pleasant Plains Road and Kings View Trail, all park operations and events will continue as planned, and the sidewalks will remain accessible. A dedicated construction entrance will be established on Kings View Trail to manage traffic safely. This project is funded through the American Rescue Plan Act and our Water and Sewer Utility Fund, and we’re committed to keeping you informed every step of the way. If you have any questions or concerns, please don’t hesitate to reach out to Jacob Perry, our project lead, via email. Thank you for your understanding and support as we work to enhance our water infrastructure for the future.
Elevated Water Storage Tank

Elevated Water Storage Tank

In 2020, the Town of Apex began planning for the need to construct a fourth
elevated storage tank to meet forecasted water demand needs. The Town
evaluated a total of seven potential sites for a new elevated storage tank.
The Pleasant Park site was determined to be the most beneficial to the Town’s
water system. View a recording of the
presentation
given during the
Town Council's retreat.

The new Elevated Water Storage Tank will be constructed to hold 1.5 million
gallons of water, necessary to store water for fire protection and potable
drinking water, and maintain adequate water pressure within the Town of Apex
water system. The addition of this tank will increase available storage to a
total of 4.5 million gallons of drinking water.

Will park operations be affected during the construction?

All efforts will be made to minimize the inconvenience to park attendees
during the construction of the tank. Construction vehicles, equipment, and
material storage will be concentrated on the tank site, or a designated
staging area. No impacts to park operations, planned park events and sports,
are anticipated.

Intermittent lane closures, with flaggers and signage, are expected along
Pleasant Plains Road and Kings View Trail adjacent to the project site.

During what hours is construction allowed?

The contractor will adhere to the Town’s construction noise ordinances which
permits excessive noise during the following hours:

How will construction vehicles and equipment enter / exit the project
area?

A construction entrance will be installed on Kings View Trail and will act as
the primary entry and exit for all construction vehicles and equipment.

Will the sidewalk along Pleasant Plains Road remain accessible during
construction?

The sidewalk along the construction site on Pleasant Plains Road will remain
open and accessible for the length of the project. If an intermittent, or
temporary, sidewalk closure is necessary for safety reasons, it would be
limited to that specific operation and immediately reopened upon completion.

What safety measures will be put in place?

A temporary fence with screening will be installed along the perimeter of the
site for the duration of construction to prevent unwanted access to the
project area.

How will it look after construction is complete?

A rendering (not an actual photo) of the composite-style elevated water tank
is shown below below. The height of this structure will be approximately 219
feet.

To preserve the existing aesthetic of the park entrance, no fencing is
proposed around the tank. New landscaping and buffering, in kind with the
existing Pleasant Park landscaping, will include trees, evergreen shrubs, and
other vegetation.

A secured driveway to the elevated water tank site will be constructed along
Kings View Trail to be accessed by Town staff only.
