Asphalt Rejuvenator

Asphalt rejuvenators is a surface treatment that involves application of a
chemical (Reclamite) that penetrates the asphalt well below the surface and
revitalizes and restores components of the asphalt lost during production and
the natural aging process. Asphalt rejuvenation is a very low cost treatment
generally used on streets that are in very good condition with low distress
and can extend pavement life by 5-7 years. Asphalt rejuvenator applications
can be done very quickly (<1 hour per treatment) and require minimal
disruption to the traveling

Street Resurfacing

Asphalt resurfacing involves removal and replacement of the top layer of
pavement to restore its condition and extend its life. Resurfacing is
typically planned on streets that are in fair to poor condition with high
cracking that cannot be addressed through pavement preservation methods. The
top 1.25" of asphalt is removed and any areas of higher fatigue/cracking are
removed and patched to deeper depths. Following patching, a new 1.25" asphalt
"overlay" is installed to provide a new top layer of the pavement structure.

Asphalt resurfacing is more intensive and may last weeks or months in each
neighborhood. In accordance with federal regulations, any streets resurfaced
are also required to include upgrades to all curb ramps to current standards.
This may require several phases of work, including removal/replacement of
concrete curb and gutter at intersections, and milling/wedging of the pavement
to bring crosswalks into compliance prior to the asphalt overlay being
installed.

What to Expect

If your neighborhood is part of the current year’s resurfacing schedule, you
will receive advance notice prior to the start of work. The resurfacing
project typically takes several weeks from start to finish, and is completed
in four phases. Work is performed Monday - Friday, 8 am – 5 pm (some weekend
work may be needed). Vehicles should not be parked on the street during these
hours. If necessary, vehicles will be moved (typically within the
neighborhood) to allow the contractor to complete the work.

Please note: Depending on the exact scope of work involved, you can expect
to see days without active work between each phase due to contractor /
subcontractor scheduling, or inclement weather.

Phase 1: Curb Ramp Reconstruction & Concrete Workcurb ramp

During the first phase of work, all curb ramps and some areas of sidewalk near
the ramps are reconstructed. Per the Town’s 2022 ADA Transition
Plan
and in accordance with
guidance from the US Department of Justice and Federal Highway Administration,
all streets being resurfaced shall include removal / replacement of any curb
ramps not meeting current standards with current Americans with Disabilities
Act (ADA) and Public Right of Way Accessibility Guidelines (PROWAG).

Please note: Property owners should flag any irrigation sprinkler heads /
lines. that are located near or next to existing curb ramps. While the
contractor will work carefully to avoid irrigation heads / lines, any impacts
to private irrigation inside public right of way are not subject to
replacement by the Town (ref: Sec
18-25

of Town of Apex Code of Ordinances). The contractor will return at a later
date to place grass seed and straw over the affected area, where appropriate.

Phase 2: Asphalt Milling & Repairs **

A portion of the existing surface layer asphalt is removed, and the remaining
pavement is inspected. Any areas of concern below the surface layer are
identified and repaired during this phase.

Phase 3: Asphalt Surface Paving

After repairs are completed, new asphalt is applied. For the best results,
paving is completed in a particular order. Work typically begins on cul-de-
sacs and side streets first, then primary neighborhood streets towards the
main entrances. This order of operations helps to minimize damage of new
asphalt by reducing the volume of heavy equipment and dump truck traffic as
each street is completed.

Please note: Vehicular traffic may resume on new asphalt almost
immediately following installation. See below for more information about
driving in your neighborhood during this phase.

Phase 4: Pavement Marking

Street markings are reapplied where appropriate. This includes crosswalk
markings, and any markings on speed bumps. This work must wait 2-4 weeks to
ensure the surface is free of excess oils and asphalt emulsions, so that the
thermoplastic striping can adhere properly. This delay also prevents the
tracking of asphalt over the surface of new pavement striping.
